Not the hunters fault I don't think - but there was a whole debate on this bear because it was being regularly fed sweets for years by folks that lived there - kinda like a local pet

Its a 2010 article and I guess baiting/feeding bear is not legal there. I don't know anything other than what is stated in the articles.

Baiting is illegal in PA for any and all game. Only exception is in the Special Reg areas in the SE they do allow baiting for deer. When this bear was killed, it caused quite a stir in the old Keystone state. Many hunters made fun of the guy for shooting a tame bear and a lot of non-hunters from that area were upset that some killed their bear whose name was "Bozo".
