Yes it is. Has to be 42 inches or better to be a legal bear in WI, "Nose to tip of tail"

That is a legal bear and most would be surprised how many small ones like that are shot every year. Many weight 60-80 lbs gutted. A 130 lb gutted bear is about avr for Wis. and Minn. believe it or not. And many at the weigh station wont weigh their bears but when leaving claim it'll go 250 lbs. when they are half that at best.

I've seen enough 400 pounders turn into 200 pounders in my life. And most 200 are 100. Most people don't realize how big a 200 pounder is much less 400
