muzzle loader late season question

Dan, and others. I hunt in MN, and ML season starts this coming weekend. The hill country bluffs public lands has had 4 weeks of non stop pressure, and the central to northern part of MN which is mainly marsh and big woods has stopped for a whole week.
I know deers are not moving much at all, at least for day time movement. Would you go Hill country or marsh, and what would be the best strategy in both scenario for locating and killing big bucks with all hunting pressure that the bucks has had?
