All of the units have some public land but the good units with a lot of public land where access isn't an issue are in the western 2/3rds of the state and will typically require anywhere from 2 to 9 preference points for a non-resident to draw a Type 1 tag (good for buck, doe or fawn).
If you can wait 2-3 years I would recommend buying points and then apply for a unit with a fair amount of public land.
Most units in the eastern 1/3 of the state can be drawn with 0 points but access to public land can be difficult. An archery hunt could be done in one of those units but I think you would have to work a lot harder and do a lot more research to be successful with a bow.
