No baiting in California. In fact there's no baiting on any of the west coast states.
I have heard the Lake Tahoe area, both in CA and NV is good for spot & Stalk, with lots of color phase bears; but I don't have first hand experience.

You can check the state reports for takes.
I have family in the Humboldt area and have been thinking about it b/c it is one of the top counties for taking bears annually.
Here - harvest reports:

Well then you are going to have to be more specific. Canada is big with about 10,000 bear hunting outfitters. Lots of options with lots of price variations and experience styles. How far are yo willing to travel 500 miles? 2,500 miles?

I live in TX, my SIL in WA so travel is expected :) BC is out as he prefers a baited hunted. Probably leaning towards Alberta or Manitoba

Re: Good CA Bear Hunt recommendations
Alberta is one of the few provinces I have not hunted, but I have hunted both Saskatchewan and Manitoba many times. I would recommend the Duck Mountain area of western Manitoba for both size, and numbers. There are a few color phase bears mixed in as well to keep it interesting. Two outfitters I can highly recommend are Baldy Mountain outfitters and Canadian Wilderness Outfitters. Both are best in the spring.
If you want an amazing adventure and don't mind paying up for it, Big Spruce Outfitting in far northern Saskatchewan is quite an experience. It'll cost you a lot to get there and then the hunt is spendy, but it's quite a unique wilderness experience hunting and checking baits from boats, great fishing for big pike, and bears who have no idea what a human is.

Dave
I was just talking to someone I trust yesterday who recommended stick flingers in Manitoba if you plan on bow hunting. That is the only weapon allowed there and traditional is encouraged.

I live in the center of black bear county. One of my buddy’s dads owns Hord’s bunting camps. Look em up. The boys from Excalibur tv come down every year. They rotundly take real 500+ lbs bears of all colour phases. I highly recommend them. Give old jim Hord a call and come on up and get your self a Manitoba monster.

I even want to get something like night vision scope or a thermal one, for a night hunting time.
