With all the different units and seasons that is hard to answer.
Here is the seasons and dates

Some seasons you dont need any, and some you need 1 to 4. This is generally speaking.
What area are you interested in? then I can go to the book and look at previous year and give you an idea on how many points it will take.
There is a map you can click on at the top of the table.

Jeff over at Superior game ranch guides bear hunters at nearly 100% opportunity. He told me you usually get picked 1st year.

I just got the 2010 bear guide today.
Dan, those would have to be 3rd season hunts in the Gwinn or Carney units to get drawn with no points. I think Jeff is in Gwinn.
looking at the success rates for the 3rd season in these zones, the success rates drop way off. So one should talk with the guides about this late season as the seasons overlap a bit. The seasons start Sep 10, 15, and 25 respectively. The seasons end on Oct 21(first season) and Oct 26 (2nd and 3rd season).

3rd season tags 860 killed 74 success 8.6%

Jeff's wife had got tags the past few years and doesn't have any points at all! Just so you know.

Keep in mind that, according to MI DNR, Non-residents get no more than 2% of licenses. A friend of mine that is a non-resident said for 3rd period in Bergland he will likely get a tag this year with 4 preference points. Where a resident may take none.

I was told by a local that the Newberry unit takes 5-points for the first season, 3-points for the second one and you may get lucky and get a third-season tag with zero to one point in the U.P. depending on which unit you are trying for. The drawbacks are the later the more chances for cold weather and denning starting to progress.
