Where can I find a site that will offer the boundery of a state park on the topo?

Did you try google earth it has boundary lines on a lot of state land?

No I haven't. But it don't have a Topo option right? That's what I'm really want caltopo seems to but don't really understand or can't follow it lol.

Yes you can add topo overlay to GE.
