I have never been there, but I would try Knobs State Forest & WMA. It's 1,537 acres of bow only and I seen some nice spots on a topo there and access is limited to three designated parking areas. No parking along roads. You can learn some more at http://fw.ky.gov/kfwis/arcims/wma.asp?strId=9121
Fort Knox is 108,618 acres and always has some huge bucks. You can find out more at http://fw.ky.gov/kfwis/arcims/wma.asp?strId=9077
They are only a mile or two apart.

I hunted southwest NE back in 08. My cousin lives in McCook and took me hunting on a ranch 3 or 6,000 acres I cant remember. I went in Dec for the muzzleloading season. The tag was either species (mule deer or white-tailed) either sex plus a bonus antlerless white-tailed came with it.
Once I filled my mule deer tag on the ranch, I headed to visit another cousin who is a custom combiner. He was mowing down some sunflower seeds adjacent to the Republican river outside of Straton. Holly cow were the white-tails in there. There was a state game area on the west side of a reservoir there that I took a walk about on.
I strongly recommend picking up a Nebraska Atlas and Gazetteer. It shows the entire state in some detail including all the public ground.

With all that open territory I can see how the sunflowers would be a big draw. It wouldn't be to hard to create a whitetail paradise in a place like that.

Where I was the high ground was mostly pasture and seemed to be where the Mule deer were and then as you stepped down in topography along the drainages is where most of the agriculture was, along with the whitetails.

well figured i better follow up, ended up going out to NE for the bow opener this year and all in all it was a great time. Didnt end up shooting anything although i did have 1 and 2 year old bucks in bowrange. Saw 1 buck i consider a shooter but of course he went the wrong way. I can say that the people of NE are really nice, kind of refreshing. They have hudge bull frogs, lots of white tails, coyotes, and a ton of those nasty garden spiders. sick. All in all it was a lot of fun and i plan on catching up with a booker some time down the road down there.

FYI, there are several mule deer conservation areas in the SW and South Central part of the state where you cannot shoot a mule deer (regardless of weapon) without drawing a mule deer tag.
