I used the chat on the DNR website, the person thought the rules are permission from the land owner is required.

Thats odd. I don't see why that would be true. But I guess the last resort would be to talk to the warden about it. I have asked one warden locally a question that fell into the gray area and he gave a good answer over the phone. Seemed like he wanted to avoid putting anything in writing in an email but was willing to discuss in depth on the phone.

VPA land is open to all hunting and fishing activities, that includes scouting. You can't always trust what the DNR chat says as they don't know all laws and just look them up and use their own interpretation.
