Yes and the provision to keep hazardous materials safe. It is also a matter of homeland security.

Would this be a federal offense since the tracks run multi state?

Not sure about that but there are at least 5 different railroad companies in the state of wisconsin alone and each one handles the issue differently.

Train tracks belong to the train companies. Theft from one is a major deal. It is also considered private property.
How is walking down a railroad track considered theft?

Yeah, it's definitely not clear. Federal does have oversight of all rails no different than airlines.

Someone mentioned bedding earlier, one thing I've noticed is you can always count on a parallel trail just inside the woods, just like a field edge. Good spot for a trail cam to see what's nearby.

Ok then , where does the railroad property end then? 20' from the rail? Can I walk the bottom of the hill of the tracks. Maybe they need to post how far from the tracks I need to be if I am going to obey the law , they need to post the private property line. No?

In WI you don't need to post any private land for it to be trespassing. it's your duty to know. I'm really unsure how far it is but it shows up on my gps app

Go to this site. http://www.wisconsin-wi.com/wisconsin-gis-maps.html
and click on the county you want parcel info on. It should show you property lines
