I agree structure of the herd has everything to do with rattling success.
If you have lots of does or poor buck age structure, rattling won't work...

As far as the soaking in water thing... I don't see where that helps unless the antlers are sundried bleached old horn. If they are they arent going to sound realistic anyways they will sound dull and muffled. If it's a fresh shed or cut off it's the same as if it's still on the bucks skull.
