It would get you a big fine here. Called Harassing wildlife.

Here in WI a majority of the wildlife harassment is done by predators. (Wolves, bear, coyotes and sometimes cougar) Shining is the least of their worries. Kinda funny how some states look at shining so differently.

I'd be willing to bet the sport of road hunting and spotlighting isn't near as big of a deal up north as it is in the south. Kind of a pastime for outlaws down here. Robo-bucks and law changes have put somewhat of a damper on it in recent years. Unfortunately that also penalizes the ones doing it for scouting and inventory purposes.
