The state forests in that area were a waste of time IMO. Some of the stuff in the national forest seemed good. Plan on checking lots of areas to find some good ones. Pay attention to the crops.

I have been all over Clark state forest on horses and never seen anything that made me wanna hunt.
I would definitely stick with hoosier national.
There is a campground at Indian and Celina lakes near St. Croix, Indiana.
That would be a good place to start.
