Add food like people have stated thicker cover an what about year round water sources any good ones on the state land? Maybe adding some on your place if there is not already with more cover an food would up the odds too.

Are minerals legal in ur state? That would be something u could provide the deer he don't have on the state land. Along with everything else than idk! Lol!

Here's an update. I finally got a hold of the guy from f&w and he said the land is owned by the DOT. All land owned by the DOT is considered refuge and there is no trespassing. I asked about recovering a deer and he said I should contact DNR enforcement to escort me before tracking or recovering a deer.

So bottom line...I can't go over to scout, hunt, shed hunt, etc.
