Sorry if this has been covered before. The question just popped into my head yesterday. If its cool and overcast all day, will there still be a thermal effect created and a thermal tunnel? I try and watch when the sun hits the ground floor for it, buts thats not possible on cloudy days.

Yea, just not as strong generally. A good way to tell is the temp. difference from hi-lo. Big temp change means strong thermals.
Also that wind tunnel on the leeward side will happen even without thermals when there is a decent wind speed, just by the turbulence of the wind coming over the hilltop. But thermals kind of 'reinforce' the vacuum effect when they are rising.
