Most trapping supply stores carry skunk neutralizer spray. Never used it in boots before but have used it on clothes and coats and works well. If that doesn't work I can't imagine anything working

X2. Ozone generators remove odors effectively this way - not overpriced and overhyped ozonics, just cheap commercial ozone generators which are used in many different applications. It works with my boot stank issue....but you need dry boots too hence the dryer.
