Transfer hunting license?

Does anyone know if you can transfer a deer license from someone's name into someone else's name? This would be for Kansas. The reason I ask is because a buddy that put in for kansas with us just got notified he is being relocated to Wisconsin next week so he cant go. I have another buddy willing to take his place. Any ideas? The parks department is closed until Monday.

You cannot legally do that.
