I plan on putting boots on the ground tomm because of the storm system rolling in. Does the rain really help minimize the scent left behind or is this just a misconception? Opinions please

Light rain enhances scent(especially in warm weather), heavy rain washes it away.

I think it would have to be a pretty heavy rain to completely wipe your scent away. In a very light rain it may actually increase a deer's abilty to smell you. If you stay out of tall grasses and avoid touching anything you will be better off if it is raining.

Am I still better off scouting in the rain?

Yes it's definitely a better time but an even better idea is to wait for a better weather day, scout with your stand on your back and set up right away on any hot sign.

Re: scouting in the rain
In my opinion scouting in heavy winds is a better scent cleanser.
