We do this in MN all the time, not so much with racks but with meat. I usually have deer in the freezer by the time rifle season comes along. If I shoot another deer I will often give the meat to family and friends who don't have any. I basically write a note stating I give said person some meat and write my license number and registration number on it. Basically a legally shot and registered deer and the person who shoots or tags it gives it to another hunter. I don't know this is the case in Iowa but it sounds very similar.

Took a long time but finally heard back from the DNR:

Mr. Schmidt,

Under current Iowa law, a deer that is legally harvested, tagged and registered by whomever can be given to someone even if they do not have a license and then they can legally transport that animal to where ever including out-of-state.

What are the regulations concerning A NR hunter that has a NR doe tag, hunting with a party? Can he legally transport a buck out of state. I have been asked this question and am not sure. If he can legally do this there is a flaw in the system that needs to be repaired. If you buy and pay for a doe tag that is what you should legally be allowed to transport back out of state. Interesting that they didn't mention anything about signing over the deer (had never heard of that as a requirement prior to my response). Unfortunately it is a law that may have had good intentions, to allow families and friends to hunt together, that is being taken advantage of as a way to get around the draw.

I just spotted this on the Iowa DNR website. It seems like the word "use" would mean a non resident cannot shoot a buck while out with a hunter or group of huters.

 carry, use or have in your possession any license or
transportation tag issued to another hunter.
