That explains the broken plate. Were you able to keep the summer cape Three legger? Should make a real nice mount if you did.

Just to clarify, the broken skull plate rule is for Indiana since that's where he shot the deer.

In Wisconsin the skull plate on a velvet rack can remain intact. Also, in WI if you shoot or claim a car kill with a velvet rack you need to get a permit from the WI DNR to possess the velvet antlers. In WI you can not sell velvet antlers either.

What's the DNR obsession with velvet. . . I'm so annoyed by this stupidity I think I'm gonna freak out!

Is this still true?

I have never heard of this. Then again, I just transplanted into WI from the Twin Cities 3 years ago...

I guess this makes sense. People who cut the corners are always the cause for these rules

My guess is that the DNR thinks antlers ("trophy hunting") shouldn't be a consideration when using crop damage permits.
