moon question. overhead vs underfoot

moon question. overhead vs underfoot
doesn't overhead mean the moon is at it's highest point in the sky? I read here somewhere that overhead meant over the north pole. I tried to google this info but can't find anything about the north pole and the moon. can someone please explain this to me?
