Make sure you put tape over the decals and any writing. Then start with light sand paper and rough it up evenly. Google bow restoration and you'll find plenty of info. OK...I'm bumping this up.

I haven't have any time to work on it, and think I'd rather just see someone get some use out of it.

Maybe a partial trade for a newer compound?
